I would add to this that I think the context for the reason the conditions will get worse by 2011 is the persistent imbalance between supply and demand of qualified BPM experts/professionals. There is an increasing demand against a backdrop of a more slowly increasing supply... but also a realization that not everyone is ready to succeed at BPM projects without sufficient seasoning or training or experiential opportunities.

The OMG OCEB exam helps distinguish qualified candidates from unqualified, and helps identify the types of knowledge that can make one qualified (the benefit of the exam isn't just the exam itself, but also the knowledge map of expertise it points to for becoming proficient at BPM).
